Actually tractors are only allowed to go 40 km/h (~25mph) in Germany, at least when the driver only has a class B license.
Tractors usually have a very simple front axle with high ground clearance but for some reason i get the feeling its a front axle from a van or pickup, because it swoops down in a way i have not seen front axle on tractors do.
I think its been rebuilt and registered as a car.
