Airbag-less dashboard in a post-1995 Miata?

If my future Miata turns out to be one with the post-1995 dashboard (which can be fitted with a passenger airbag), could I just swap in the early “slim” one without the passenger airbag?
Or did they change, for example, the chassis where the dashboard is attached as part of the facelift?

I’ve seen passenger airbags removed and a little shelf put in it’s place, but why? Removing something that is for the safety of a passenger seems pointless. I get some people want a dished steering wheel, but the passenger airbag removal serves no purpose.

Also you’re in Germany right? Will airbag removal cause issues for your TÜV test?

I mostly drive alone, and like the look of the early dashboard a lot better.
I could get it through the TÜV, just by having a certified mechanic remove the airbag from the dash before I remove it from the car.

I don’t know this for a fact but is SHOULD fit. The Japanese eunos to my knowledge never had the airbag dashboard, so 94+ models should be the same. I’ve also seen NB dashes on NA. But replacing a dash is a huuuuuuge pain
