What you are seeing here is the “create a car” feature from Victory : the age of racing. It was released in 2014. It has full controller and wheel support. If you ever wanted to try it out, its F2P. Just download it from steam. Usually the most activity you get is during the evenings
Also I bet that even this is faster than a Williams F1 car.And more drivable too
