This video is running on the assumption that the car needs more grip. Stretched tires initially came from drift cars and while you increase the inertia and decrease the grip, you also end up with a contact patch which wont flex side to side which will alter the grip characteristics in a desired way for a drift car. A less snappy and easier to control transition between grip and slip is what you end up with.
I dont think anyone run on stretched tyres with the idea that it will increase their handling performance. If it happens its very rare. People do it for the looks.
