To be honest, what they are doing is not that bad. I mean, its night time and there are no other drivers on the road so the only people they are endangering is themselves. They also seem quite good, they aren’t like most of the racing P platers we see here in Australia trying their luck at some spirited driving.

I the Netherlands they don’t need to catch you to take everything away. A small bit of video and your license plate is sufficient

only if they catch you driving or if your face shows in a video. Can only get a ticket if they get you on a speed camera

By the way Neil, this part of Tokyo is in the south bay/port area where its on reclaimed land (hence why the roads are much wider than other roads in japan). The ‘heart’ of Tokyo would be the Imperial Palace.
