If you play in x0.25 speed you can actually see that he managed to get 1 spike under the tire :) So nope, he didn’t miss.

Nice idea but I don’t think its going to be very effective or practical to use
It’s considerably safer and more efficient than pit manoeuvers and requires the officer to be in the same position (overlapping with the pursued car)
